Q.Is the merchant responsible if a buyer commits credit card fraud?

A.Yes. Only the merchant is responsible for credit card fraud, not the acquirer, issuer or processor. The merchant bears the entire risk, including (1) losing the cost of the product or service sold, (2) chargeback fees, and (3) the possibility of having their merchant account terminated. Internet, mail-order and telephone-order based businesses almost always get stuck with the bill simply because they are unable to produce the documentation traditionally required to rebuff a disputed transaction.
